PROBLEM TO BE SOLVED: To provide a high load combustion device and a thermal spraying device capable of preventing combustion noise and production of thermal NOx while keeping stable combustion of high-velocity jet flame. SOLUTION: This nozzle burner device 10 sprays secondary fluid S from a secondary nozzle 16 toward the neighborhood of a fuel injection port 12a of highest fuel flow speed (that is, base portion of flame zone) and a side face of flame. By introducing the secondary jet flow to the flame, an interface shear layer of the flame and external stationary atmosphere is controlled in one way or another, and further instable phenomenon of the flame is prevented by cooling effect for lowering flame temperature, thus the generation of combustion noise and the production of thermal NOx can be prevented. This nozzle burner device 10 can be applied in fuel injection and a flame stabilizer in high-velocity flame spraying (HVOF), a scrum jet engine, a hydrogen combustion gas turbine and a heater using a hydrogen burner.
