PROBLEM TO BE SOLVED: To reduce density changes in a background image caused by burying a foreground image in the background image and further, to generate the background image in which the foreground image can be clearly displayed when being copied. SOLUTION: An image controller comprises a control section which achieves functions as a composition control means wherein, regarding a composite image constituted of a background image and a main body image, in the case of synthesizing the foreground image with the background image within a composition processing target area in the composite image set by an operation display section, when the density of an area of a foreground pattern in the background image is equal to or lower than the density of an area of a foreground pattern in the foreground image, an image corresponding to the area of the foreground pattern in the background image is replaced with a foreground pattern in the foreground image and when the density is higher, the image is changed into the foreground image of the foreground pattern where a differential density obtained by subtracting the density of the area of the foreground pattern in the foreground image from the density of the area corresponding to the area of the foreground pattern in the background image is distributed in a dot distribution area.
