A system and a method for notifying of arrival by checking the location of a vehicle are provided to transmit arrival notification information to a mobile terminal of a passenger at a low cost regardless of whether or not the mobile terminal has a GPS receiving module. A destination arrival notification service program is executed on a mobile terminal of a passenger(S100). Arrival notification information is inputted to the destination arrival notification service program by the passenger(S200). The mobile terminal transmits the arrival notification information to a mobile communication provider server(S300). The mobile communication provider server transmits the arrival notification information to an arrival notification server, and the arrival notification server checks whether a vehicle in which the mobile terminal exists includes a vehicle communication terminal(S400). When a vehicle communication terminal is in the vehicle, the arrival notification server requests and receives location information of the vehicle from the vehicle communication terminal, while if the vehicle does not have a vehicle communication terminal, the arrival notification server requests location information of the vehicle from a plurality of mobile terminals selected as a group in which the mobile terminal is included, and receives it(S500a,S500b). The arrival notification server checks the expected time when the passenger will arrive at a destination station and transmits a notification signal to the mobile communication provider server(S900,S1000). The mobile communication provider server transmits the notification signal to the mobile terminal(S1100).
