<P>PROBLEM TO BE SOLVED: To distribute high-quality camera image even if it is distributed to many receivers in distributing one camera image to multipoints. <P>SOLUTION: A transmitter duplicates a camera image corresponding to reception requests for the number of repeaters which transmit reception requests inside the repeaters connected to the transmitter without interposing other repeaters, and transmits the camera image to the repeaters. The repeater stores the number of receivers or repeaters which transmit the reception requests among downstream receivers or repeaters connected to the repeater without interposing the other repeaters, and duplicates the camera image for the stored number when the camera image corresponding to the reception request is received by upstream repeaters or transmitters, and transmits the camera image to the downstream receivers or repeaters.
