PROBLEM TO BE SOLVED: To solve problems that there is a risk of illegal access from an unspecified terminal connected to a network and the security level of the whole system cannot be kept high since a means of authenticating an external terminal device which is connected to the network and makes a request through the network is not provided. SOLUTION: An arithmetic processing section 10 when receiving a request message from the external terminal device 2 through a network interface 11 checks whether or not the request message includes the authentication certificate information of the external terminal device 2 as an origination source, and accepts the request message when effective authentication certificate information is included or discards the request message when not.
