<p><P>PROBLEM TO BE SOLVED: To provide an image writing device capable of raising the output speed and suppressing deterioration in quality of an original image in the outputting of an image by performing conversion of density in the magnification of 1.5, and an image forming apparatus. <P>SOLUTION: Image data in binary values of 400×400 dpi is accumulated in a memory by 2 lines. Pattern processing is applied to the image data by each of a matrix of 2×2 to convert the image data to a matrix of 6×3, and then to form image data in binary values of 600×1,200 dpi.
