PROBLEM TO BE SOLVED: To provide a viscous fluid sealing damper and a vibration damping device capable of preventing a mounting shaft from coming off, capable of preventing a flexible part in an inner peripheral surface of a storage recess for storing the mounting shaft or in a part around an aperture end side of the storage recess from being torn, and capable of achieving sufficient vibration damping effect. SOLUTION: A connection part is provided on a bottom part 12b side of a stirring cylinder part 12 and an end 5i side of a shaft part 5b. An inner peripheral surface 13b of the storage recess 13 on the aperture end 13c side and an outer peripheral surface 5g of the shaft part 5b are non-restriction parts capable of being freely approached and separated. Therefore, the mounting shaft 5 is prevented from slipping or coming off in the storage recess 13. Further, the aperture end 13c side of the storage recess 13 is flexibly deformed, the flexible part 3 is prevented from being torn, and sufficient vibration damping effect can be achieved.
