PROBLEM TO BE SOLVED: To provide stencil printing equipment, by which wrinkles on a master are prevented from developing without making the equipment large in size and consequently a favorable printed matter can be obtained continuously, and a plate cylinder employed therein. SOLUTION: In the plate cylinder 18 of stencil printing equipment 10 having a porous supporting plate 18a with a non-opening part 18c and a freely openable and closable clamper 25 for clamping the master 28 provided in the non-opening part 18c, a simple frictional member 26, while preventing the movement in a circumference direction of the master 28 clamped with the clamper 25 from developing and has a width having nearly same length of the width of the master 28 is arranged in the non-opening part 18c. In the region, in which the frictional member is arranged, of the non-opening part, a part 27 to be detected by the detecting means 58 of the absence or presence of the master judging whether the master 28 is windingly installed or not and being provided on an equipment main body 17 is provided.
