PROBLEM TO BE SOLVED: To control throttle opening with high accuracy by removing an influence on control performance. SOLUTION: Actuator bodies 4A, 4C, 4D and controllers 5A-5C are constituted in a body, and thereby a power cable connecting them, a signal wire and a direct-current power supply line are shortened to the shortest length, and thereby an influence on control performance caused by the connection lines is removed, and a circuit design in consideration of the control performance becomes unnecessary. A clutch is omitted from between a motor 4A and a pulley 4D into a regularly connected state, and thereby a backlash portion of a gear 4C is prevented from entering as an error between a motor rotation position and a rotation angle of the pulley is removed, and throttle opening control can be restarted with high accuracy at a power failure occurrence time and at a preceding test time.
