PROBLEM TO BE SOLVED: To provide a high efficiency small torque limiter for adjusting torque. SOLUTION: A permanent magnet 10 is fixedly held by a holding member 2, and a semi-hard magnetic substance 20 is fixedly held by a holding member 12. Bearing means support the holding member 2 for the permanent magnet and the holding member 12 for the semi-hard magnetic substance in a relatively rotatable manner so that the mutual plane parts of the permanent magnet 10 and semi-hard magnetic substance 20 are arranged face to face, thus supporting load in the thrust direction of the relative rotation. The holding member 12 side is divided into a body part 14 fixing the semi-hard magnetic substance 20, and a bearing constitutive part 16 constituting the bearing means, and the bearing constitutive part 16 is connected to the body part 14 movably in the approaching/separating direction of the permanent magnet 10 and semi-hard magnetic substance 20 by the thread structure of an internal screw 18 and an external screw 22 to constitute a torque adjusting means. The adjusting means changes a facing space between the permanent magnet 10 and the semi-hard magnetic substance 20 to adjust the magnitude of magnetization given to the semi-hard magnetic substance 20 by the permanent magnet 10.
