PROBLEM TO BE SOLVED: To surely detect a suspicious individual with respect to a monitoring system, a monitoring device, its method, a recording medium and a program. SOLUTION: A face detecting portion 301 detects a face image of an approaching person from a monitoring image, and a feature quantity detecting portion 302 detects the feature quantity of the approaching person from the face image. A collating portion 303 specifies the approaching person by collating the feature quantity of a permitted person recorded in a permitted-person information recording portion, the feature quantity of a detected person recorded in an approach information recording portion, and the feature quantity of the approaching person. The approaching behavior detecting portion 312 and an abnormal behavior detecting portion 313 calculate a degree of suspiciousness of the approaching person on the basis of frequency of approach to a monitored object, an approaching time and an approaching distance. A suspiciousness degree determining portion 311 determines whether the approaching person is the suspicious individual or not on the basis of the degree of suspiciousness.
