PROBLEM TO BE SOLVED: To freely and efficiently create a new two-dimensional arrangement drawing by a simple operation load from an already registered two-dimensional arrangement drawing being an original drawing. SOLUTION: In the network apparatus management device, the two-dimensional arrangement drawing created by hierarchizing an icon or icons of one or a plurality of devices connected to a network, and a background image is stored and managed in a secondary storage 106. The network apparatus management device is characterized by a composition wherein a CPU 101 creates a new two-dimensional arrangement drawing with the two-dimensional arrangement drawing stored in the secondary storage 106 displayed, after being read, on a display device 108, and on the basis of a closed area set state by an input device 110 with respect to the displayed two-dimensional arrangement drawing.
