PROBLEM TO BE SOLVED: To solve the problem wherein a target phase difference determined by a load factor is not matched with an actual engine state, due to being unable to determine the load factor matching with the actual engine state, even if the load factor is calculated, due to being generally known that a variation is caused in an actual no-load rack position even in a finished product, when a difference is caused by an installation error in a fuel injection pump and a hydraulic timer unit, though a no-load rack position curve is stored in advance in an ECM but is frequently different from and not coinciding with a locus of the actual no-load rack position being an actual rack position in no-load. SOLUTION: The ECM 21 stores a difference (that is, R6-R5) between a measured actual no-load rack position R6 (a point E6) and a no-load rack position curve RS1 (a point E5) in an engine speed M2 by calculating one as an adjusting quantity G (S18, and S20).
