PROBLEM TO BE SOLVED: To achieve a seamless channel change of each element stream of multi-channel information without requiring a special process.

SOLUTION: Multi-channel acoustic data are inputted into first to fourth MPEG audio coders 105 to 108 for each channel and inputted into first to fourth MPEG audio packetizing devices 110 to 113 through respective coding at the first to fourth MPEG audio coders 105 to 108. In the first to fourth MPEG audio packetizing devices 110 to 113, the MPEG audio coded data are all divided into the same packet length and time stamps are described using a common reference time axis in all channels. Thus, the streams of each channel have the same packet length and multi-channel information is generated in which packets having reproducing timing at the same time are described with the time stamps having the same time.
