<P>PROBLEM TO BE SOLVED: To prevent data from being written beyond guaranteed frequency by counting the frequency for writing data in a non-volatile memory. <P>SOLUTION: For a first memory region having a first memory where data are written and a second memory where the write-in frequency of the data in the first memory is stored as a counter value, data are written in the first memory (110), and the counter value stored in the second memory is counted, and written in the second memory (120).
