<p><P>PROBLEM TO BE SOLVED: To provide a priority transfer system capable of realizing priority transfer according to communication contents, ensuring correctness and reliability of a control parameter itself to be given, and giving an appropriate control parameter for each network. <P>SOLUTION: This system is equipped with terminal devices 20, 30 having information transmitting means for transmitting main information, transfer-system devices 50. 60 having information transfer means for transferring the main information and priority information linked with session control, by giving the priority information to packets, and a control-system device 40 having a priority symbol generation means for generating a priority symbol to be used for the transfer by the transfer-system devices. The terminal devices have transfer-system priority-transfer-information creation means for transferring transfer-system priority transfer information, containing the priority symbol, and necessary for performing priority transfer by the information transfer means.
