Provided are an optical device for a small, highly sensitive and simplified package and a highly productive and highly reliable manufacturing method. The optical device is provided with a photoelectric conversion element (50) having at least one photoelectric conversion section (1) formed on a front plane of a substrate (10); a sealing member (14); and a connecting terminal (3). The optical device is also provided with a window section, which is an interface between the photoelectric conversion element (50) and the external; and an opening section (6), which is formed on the sealing member (14) and has a bottom plane as the window section. The entire plane of the window section is exposed to the external. An optical adjusting section (13) may be formed on the interface, and in such case, the interface between the optical adjusting section (13) and the external is used as the window section.
