<P>PROBLEM TO BE SOLVED: To solve the problem that in a DVD-RW disk of two layers on one side, a disk tends to become disabled due to the depletion of an RMA (Recording Memory Area) area in comparison with the case of a one-layer DVD-RW disk, and if a PCA (Power Calibration Area) area is lessened and allocated to the RMA area by the lessend amount, the capacity of the PCA area becomes a problem. <P>SOLUTION: Since the permeability of a dummy data recording area 425 becomes equal to the RMA 312 area where recording is finished by forming the dummy data recording area 425 recorded by appropriate power in an area from address Z0 of (C) to an address X, a part or all of a periphery side in the area shown by B in a second layer recording layer 302 becomes a recordable area. Here the area 426 shown from an address P to an address W of the second layer recording layer 302 is the area which newly becomes recordable corresponding to the recording area 425.
