PROBLEM TO BE SOLVED: To provide a developing roller with excellent durability which permits high image quality by preventing melt sticking of a regulating blade for toner when a toner thin layer is formed, and preventing splitting of the toner, and to provide its producing method. SOLUTION: Relating to the developing roller, an elastic layer is formed around a conductive shaft arranged as the center axis, and further concentrically depositing a surface layer on the elastic layer. Fine particles 2a, 2b, 2c, 2d projecting from the surface layer 1 form the island part of the sea-island structure. Among the fine particles with form the island part, fine particles having the projection height L which is 1/4 to 4 times of the average particle size rav of the toner satisfy the relation of rav <=Dav <=80 L, wherein Dav is the average shortest distance of the projected part between adjacent fine particles. Thereby, the fine particles 2a, 2b, 2c, 2d partly bear the pressure from a regulating blade 4 so that the toner hardly melts and sticks to the regulating blade. |
