PROBLEM TO BE SOLVED: To provide a method of manufacturing a panel for information display, with which an adhesive layer is formed with high accuracy and at a low cost on an upper surface of a partition formed on a substrate. SOLUTION: In the method of manufacturing the panel for information display to display information by: forming a plurality of cells partitioned with the partitions between two sheets of substrates of which at least one is transparent and which are placed opposite to each other; sealing at least one or more kinds of display medium comprising at least one or more kinds of particles in the cells; and transferring the display medium with an electric field generated between the substrates, the adhesive 12 attached to a transfer roll 15 is transferred with high accuracy and at low cost on the upper surface of the partition 4 by rotating the transfer roll 15 with the adhesive 12 attached to the surface thereof in the state of brought into contact with the upper surface of the partition 4, in synchronism with a horizontal motion of the ribbed substrate 11 on which the partition 4 is formed, in a step to form the adhesive layer to form the adhesive layer on the upper surface of the partition.
