PROBLEM TO BE SOLVED: To provide a zoom lens obtaining stable optical quality, and also to provide an imaging device using the zoom lens. SOLUTION: The zoom lens comprises an array of: a first lens group G1 having positive refractive power; a second lens group G2 having negative refractive power; a third lens group G3 having positive refractive power; and a fourth lens group G4 having positive refractive power in the order from an object side, in which the first lens group and the second lens group are fixed in a specified state in the optical axis direction and the second lens group moves to the image side when the lens position state changes from a wide angle end state to a telephoto end state, and the fluctuation in the image plane position accompanying the movement of the second lens group by the movement of the fourth lens group is compensated. The second lens group comprises a cemented lens L22 of a negative meniscus lens L21 turning its concave surface toward the image side and a positive lens L22 turning its convex surface toward the object side arrayed in the order from the object side, and the image side lens of the negative meniscus lens is aspherical.
