PROBLEM TO BE SOLVED: To provide a bank breakage protecting structure which dispenses with provision of materials such as soil, and can prevent erosion of a back slope by an overflow quickly, positively, and by performing simple work, and to provide a bank breakage protecting sheet and a method of laying the same. SOLUTION: The bank breakage protecting structure functions to prevent erosion of the back slope 7 by an overflow which flows over an upper surface 3 of a bank 1. To set up the bank breakage protecting structure, the bank failure protecting sheet 100 which is formed of a band-shaped double sheet having peripheral edge thereof hermetically sealed and having the interior thereof partitioned into a plurality of small chambers 23 in a mutually communicating manner, is arranged on the bank such that one longitudinal end is fixed to the upper surface 3 and that the other longitudinal end is extended along the back slope 7.
