PROBLEM TO BE SOLVED: To perform accurate state estimation to perform stable control. SOLUTION: An internal state estimation part 20 estimating a state estimation amount of a control target, disposed in this model prediction controller is provided with an evaluation expression change part 27 changing a state estimation evaluation expression used in an evaluation part 25. When an evaluation value by the state estimation evaluation expression, or an evaluation value by an optimum operation evaluation expression used in an optimum operation amount detection part deteriorates, or when a difference between an actual measurement value and a prediction value of a control amount becomes large, the evaluation expression change part 27 changes the state estimation evaluation expression to realize the stable control.
