PROBLEM TO BE SOLVED: To estimate the optimum road state in accordance with a traffic state. SOLUTION: A section passage time recording part 71 records a passing time of each prescribed road section, and a road state estimation part 72 selects the passing time of each prescribed road section pertinent to traffic information from the recorded passing times, extracts a passing time corresponding to a traffic flow included in the traffic information from the selected passing time of each prescribed road section, and estimates the passing time of each prescribed road section from the extracted passing time.
