PROBLEM TO BE SOLVED: To impart a flame retardant characteristics to a polyolefin foam without containing a halogenic substance such as chlorine or the like. SOLUTION: The powdery flame retardancy-imparting material has flame retardant characteristics and besides nonhalogenic system for use in polyolefin foams. The manufacturing method thereof comprises a blending as the flame retardant components of the main raw materials of ammonium sulfate, ammonium phosphate, pentaerythritol and a phosphate.
