PROBLEM TO BE SOLVED: To provide a wet paper strength enhancer exhibiting sufficient wet paper strength-enhancing effects while reducing the content of a low-molecular weight organohalogen compound (epichlorohydrin or the like) and the content of a chlorohydrin structure in the wet paper strength enhancer so as to agree with the object of environmental protection and recycling of resources. SOLUTION: The wet paper strength enhancer containing a polyamidepolyamine-epichlorohydrin resin is regulated so that the ratio of (the amount of chlorine atoms derived from the chlorohydrin structure contained in the wet paper strength enhancer)/(the amount of the whole chlorine atoms contained in the wet paper strength enhancer) may be≤0.3.
