PROBLEM TO BE SOLVED: To increase a data amount of coded information included in an image including a latent image. SOLUTION: This image generating apparatus generates an image which includes a latent image part and a background part in each of which the coded information is included, the latent image part including a composite pattern formed by composing a copying state missing pattern lost in the case of copying with a first copy state remaining pattern left in the case of the copying and denoting the coded information.
