PROBLEM TO BE SOLVED: To fulfil two requests for reduction in a traffic jam and that in a traffic accident in a traffic signal control method optimally controlling a lighting time of a traffic light. SOLUTION: An inflow traffic volume from each of inflow roads to an intersection is measured, a traffic volume prediction value for each inflow road is calculated, and based on the measured traffic volume and the traffic volume prediction value, a cost C(s) is found by integrating a signal waiting queue vehicle number m on all the inflow roads to the intersection over one cycle period T of the signal. A light switch optimum timing Gopt, which minimizes the cost C(s), for switching the blue light to another color light is found, a duration concerned with the light color switch optimum timing Gopt is set, and during this duration, a flag F is raised for allowing operation of dilemma sensing control processing.
