<P>PROBLEM TO BE SOLVED: To decide an area where the identical object on a pickup image is transferred. <P>SOLUTION: A traceable region detecting part 30 divides an image picked up by an image pickup part 10 into a plurality of regions, and detects a traceable region where a traveling object is traceable for each area. A height rate calculating part 60 calculates the rate of y coordinates on the pickup image in two different traceable areas detected by a traceable area detecting part 30.
