PROBLEM TO BE SOLVED: To provide a composite panel for a vehicle of incombustible authorization for a vehicle maintaining sufficient incombustible property at low cost, capable of being suitably used as a flame resistant material, a extremely flame resistant material or an incombutible material and being post-treated and not catching fire in an examination according to ministerial ordinance No. 151 of the Ministry of Land, Infrastructure and Transport. SOLUTION: In the composite panel 1 for the vehicle having a surface layer formed by a carbon fiber composite material 3, an outer peripheral side non-flammable layer 4 formed by carbon fiber-mixed SMC4a is arranged while covering an outer peripheral side of an intermediate layer 2 made to a honeycomb structure body.
