PROBLEM TO BE SOLVED: To provide a gas cylinder installing/withdrawing device, which need not be mounted on a vehicle for favorably conducting installation/withdrawal and replacement work of gas cylinders. SOLUTION: This device comprises a carriage part 2 movable by means of a plurality of wheels, and a lifting means 5 capable of lifting a plurality of mounting bases 20A and 20B for gas cylinders GB to be respectively mounted. The lifting means 5 is movable from a lower position where the gas cylinder GB to be newly installed is mounted onto the mounting base 20A to an upper position for transferring the gas cylinder GB from a frame of a vehicle to an empty installation base 20B having no gas cylinder GB between the empty installation base 20B and the frame of the vehicle, and to an upper position for transferring the gas cylinder GB to be newly installed to the frame of the vehicle between the installation base 20A having the gas cylinder GB and the frame.
