PROBLEM TO BE SOLVED: To provide a method for producing a polyester resin composition having an improved inorganic and/or organic fine particle dispersing degree, excellent hue, and excellent moldability, and to provide a production apparatus. SOLUTION: This method for producing the polyester resin composition, comprising adding and kneading at least one polyester selected from the group of polyesters wherein≥70 mol.% of the repeating units of each polyester consist of ethylene terephthalate, butylene terephthalate, or ethylene naphthalate units, and inorganic or organic fine particles having an average particle diameter of 0.01 to 2μm, to a vent-having biaxial kneading extruder, is characterized by disposing a port for adding the fine particles to the vent-having biaxial kneading extruder in the full-flight portion of a screw disposed in the vent-having biaxial kneading extruder, disposing rotary segments having sending vanes and returning vanes for kneading and dispersing the fine particles at at least three places on the downstream side from the port for adding the fine particles, and making the sending vane length/returning vane length ratio of each rotary segment to satisfy a specific numerical expression, and the production apparatus.
