<P>PROBLEM TO BE SOLVED: To generate application data without regarding whether a character to be input is usable or not in an on-line registration application work. <P>SOLUTION: An input data acquisition processing part 11 acquires input data for application and temporarily stores the data. An application data generation processing part 12 converts the character code of the character string of the input data into the character code which indicates a usable range and determines whether the character is within the prescribed usable range or not one by one. When the character is within the usable range, the character is inserted into an application format. When the character is out of the usable range, existence or non-existence of an external character file 42 expressing the character is determined. When the external character file does not exist, the external character file 42 is generated on the basis of a system font 30, a file name including a character code value is given and inserted to the character position of the application format, and relation is set.
