<P>PROBLEM TO BE SOLVED: To provide an electric watermark detecting device capable of preventing beforehand copyright infringement and the injustice issue of data in digital content data circulating on a network, and to provide a relay device with the integrated electric watermark detecting device, and an electric watermark detecting method. <P>SOLUTION: The information offering system S1 includes a detecting circuit 1 for detecting identifiers A, B,..., X in an electric watermark included in digital content data D which have been received by a relay device R for the relaying transmission and receive of data on a network. When the detecting circuit 1 detects the identifiers A, B,..., X in the electric watermark, the transmission of the digital content data D from the relay device R is stopped. When detecting the identifiers A, B,..., X in the electric watermark, notification may be sent to a predetermined notification address through a mail and the like or the log may be recorded.
