An initial rainwater disposal device is provided to improve water quality and to contribute to conservation of an ecosystem by removing various pollutants contained in initial rainwater using a first rainwater disposal unit, removing sediments using a second rainwater disposal unit and filtering out minute solids and heavy metal elements using a third rainwater disposal unit with many filter cartridges. An initial rainwater disposal device comprises an inflow manhole formed in a concrete structure functioning as a storage tank for collecting initial rainwater with various pollutants, a first rainwater disposal unit(120) composed of a downstream defender(121) to rotate and move influent rainwater from the inflow manhole to remove floating materials and solids primarily, a second rainwater disposal unit composed of a rectangular settling basin to collect treated water from the first rainwater disposal unit and to settle sediments to the bottom and then to remove the sediments secondarily, and a third rainwater disposal unit(140) installed to the upper part of the second rainwater disposal unit to filter out minute solids and heavy metal elements contained in effluent water and connected with many filter cartridges(150) covering the upper part of the settling basin, wherein the filter cartridge comprises a filter block formed in a porous structure to filter out minute solids and heavy metal elements contained in influent water, and a filter plate(153) coupled with the filter block and installed to the third rainwater disposal unit to be detachable.
