The turbine has a base (2), and a rotor (3) with multiple rigid arms (13) arranged at regular angular intervals and pivotably mounted around horizontal axes (14) on a central shaft (8) of the rotor for being raised/lowered. Blades (18-20) are mounted between the arms and top (21) of the central shaft. Tenders (22-24) and the arms are coupled to counterweights that control rotor rotating speed.
