<p><P>PROBLEM TO BE SOLVED: To provide a device and a system for managing documents which selects documents which are better to be electronized out of documents used in an office, etc. and sets priority for electronization to each document. <P>SOLUTION: A document ID, a use place and a use time about the used documents 10 are stored in a storage device 60. A server 5 analyzes information stored in the storage device 60 and use efficiency of document data to be obtained by digitizing the document 10 by every document 10. The server 50 specifies a document 10 corresponding to document data with high use efficiency by comparing use efficiency of each piece of calculated document data and outputs a specification result to a client 70.
