PROBLEM TO BE SOLVED: To provide a dust removing and cooling device for purifying outside air in cooling through heat exchange between the outside air and inside air, and cooling through supplying the outside air. SOLUTION: A cooling device of a fluid is provided with a box 7 including an inside air suction port 3 and an inside air blowing port 4 communicating with a heating element housing box 1, and an outside air suction port 5 and outside air blowing port 6 communicating with the outside air; an inside air blower 8 for conveying the inside air in the box 7; an outside air blower 9 for conveying the outside air; and a heat exchange element 10 for exchanging sensible heat of the inside air and outside air. The dust removing and cooling device communicates with the outside air suction port 5, and is provided with a plurality of removing plates 13 on a removing air passage 12.
