PROBLEM TO BE SOLVED: To provide a binder resin for a heat developable photosensitive material, which when used for a photosensitive layer in a heat developable photosensitive material, provides the heat developable photosensitive material having high preservation stability since it has reduced permeation of moisture causing fogging, and also to provide a heat developable photosensitive material. SOLUTION: The binder resin for a heat developable photosensitive material is composed of a polyvinyl acetal resin having a residual acetyl group content of≤25 mol%, a residual hydroxyl group content of 17 to 30 mol.% and a polymerization degree of 200 to 3,000. In the polyvinyl acetal resin, water vapor permeability measured by a method in accordance with JIS Z 0208 when being made into a sheet with a film thickness of 20μm is≤500 g/(m<SP>2</SP>day).
