PROBLEM TO BE SOLVED: To provide a shaft member manufacturing method capable of forming a circular flange having the required outside diameter, enhancing the productivity of the shaft member, and reducing the production cost. SOLUTION: A heading step of heading a metallic columnar bar and forming a columnar main barrel portion 7, a circular flange forming part 30, and a columnar small shaft part 12 is performed. After the heading step, a circular flange form-rolling step of form-rolling a circular flange 20 concentrically around the center of the circular flange forming part 30 and forming a columnar coupled part 8 is performed. In addition, after the circular flange form-rolling step, a knurled circular flange form-rolling step of form-rolling a large number of irregular parts on the circumferential face of the circular flange 20 for knurling is performed.
