PROBLEM TO BE SOLVED: To improve the ease-of-use of a portable telephone in a crowded train, a public zone in which a conference is being held, a zone in which conversation is forbidden, and the like. SOLUTION: There are provided an operation panel 18 operated so that a "non-speakable mode" is set when operation, where voice input transmission processing is restricted to a call from one's party, is set to be the "non-speakable mode"; a radio receiver 21 for receiving a call from one's party based on the set "non-speakable mode"; a mail creation block 60 operated by the radio receiver 21 so that character information is inputted to the received call from one's party, and a radio transmitter 22 for transmitting the character information inputted by the mail creation block 60 to one's party. By the configuration, communication with one's party can be achieved by the character input transmission processing without depending on the voice input transmission processing to the call from one's party.
