PROBLEM TO BE SOLVED: To provide an optimum route by taking account of the traffic situation of vehicles that do not have navigation systems on board. SOLUTION: The optimum route providing system 10, updates initial values included in predicted number of passing vehicles, in each time zone in each section of a road network, based on the traffic situation information of vehicles equipped with GPS system 30, and the traffic situation information is generated based on the acquired positional information and time information corresponding to the positional information, by acquiring the positional information of the vehicles equipped with GPS system 30 at a predetermined interval. The optimum route providing system 10 calculates new optimum route, by eliminating the interval exceeding the number and provides vehicles equipped with the navigation system 20 with the new optimum route, it is determined that the predicted number in any section updated based on the optimum route received from the vehicles equipped with a navigation system 20 is exceeding the permissible number.
