PROBLEM TO BE SOLVED: To provide a communication quality managing apparatus which prevents a link speed from being reset when performing data transmission, by avoiding line disconnection while periodically changing noise suddenly occurs. SOLUTION: A link speed in the case of performing data transmission is set and while data transmission is performed at the set link speed, a CRC error counter (316, 416) monitors for a predetermined time whether or not any error occurs in a CRC error detection section (3145, 414) in a cycle shorter than a periodically changing noise cycle. Based on presence/absence of error that occurs during monitoring for the predetermined time due to the CRC error counter (316, 416), a periodic noise detection section (317, 417) judges whether or not it is a suddenly occurring periodic noise cycle. If it is judged as the suddenly occurring noise cycle, line disconnection is avoided and if the occurrence of periodic noise is finished, data transmission is performed at the set link speed.
