<p><P>PROBLEM TO BE SOLVED: To carry out routing considering a communication speed in an ad hoc network. <P>SOLUTION: An input part 30 inputs a prescribed signal. A routing information generation part 38 generates routing information and, in each of at least one route of the ad hoc network, leads out the communication speed and line quality between a terminal device to which a data packet has to be transmitted directly, and makes the led out communication speed and line quality correspond to the routing information by a DSDV system, respectively. A storage part 44 stores the routing information.
