PROBLEM TO BE SOLVED: To reduce the dispersion of measurement in the small flow area and to improve the responsibility in other flow area, and moreover to reduce the battery capacity, the weight, and the cost. SOLUTION: The instant flow measuring part 2 measures the instant flow by a timing of the signal of the timer 1. The moving average of the several measured values is calculated by the moving average part 3. The flow measured this time is compared with the prescribed comparison flow at the comparison part 5. If, present flow < comparison flow, the moving average is selected, displayed and outputted. If, present flow≥comparison flow, the instant flow measured value is selected, displayed and outputted.
