<p><P>PROBLEM TO BE SOLVED: To provide a data writing device, data communication unit and a storage medium built-in device capable of greatly raising convenience. <P>SOLUTION: A car navigation device NV writes key data for releasing limits selected by a user among a plurality of sorts of limit applied on an automobile 2 in a non-contact IC card 3.
