PROBLEM TO BE SOLVED: To solve the problem that a lot of time is necessary for transferring download data from a personal computer to a device (field equipment). SOLUTION: Data of a predetermined size are successively extracted from the download data to be transferred to each device and connected to form transfer download data. A receiving buffer of a size at least twice the size of the transfer download data is ensured within a field control station, and the transfer download data are temporarily stored in this receiving buffer.
