The device has a dual carriageway (14) that is lifted by a manipulator (1), and a foldable cross beam holding hooks for transportation purpose. The device turns upward the horizontal parts by using manipulators with auxiliary devices, allows transport of parts from part to part and/or allows the parts to buoyant upward in an automatic manner, during the erection of the parts. An independent claim is also included for an emergency dyke.
