<p><P>PROBLEM TO BE SOLVED: To provide a device and a method for controlling driving voltages supplied to a plurality of loads such as LEDs. <P>SOLUTION: A voltage controller 100 inspects LEDs 13a to 13d whether the LEDs are mounted in positions for receiving applications of the driving voltages V<SB>A</SB>during a soft starting period after power is turned on. After the elapse of the soft starting period, the voltage controller 100 monitors driving states of the plurality of LEDs 13a to 13d for each LED. As the result of monitoring, in the case the driving state of at least one LED among the LEDs 13a to 13d is determined not to be excellent, the driving voltage V<SB>A</SB>is increased. At that time, for the LEDs 13a to 13d determined not to be mounted by mounting inspection, monitoring relating to the determined LEDs 13a to 13d is invalidated.
