The method and the device are used in enterprises applying mechanical treatment of materials in their manufacturing process. By it, productivity is increased at higher energy efficiency, and better operational resource of the cutting tool. The method includes cutting in the direction from the periphery to the centre of the cross section of the treated rod material and is effected at relatively optimum angle of resistance of the cutting teeth to the walls of the treated rod material, regardless of the configuration of its cross section. The device comprises a housing body (1), to which are mounted: a first feed cylinder (2) with a piston rod (5), to which a guiding cylinder (6) is connected with a guiding frame (14), including a lower guiding rod (15), mounted into a guiding bushing (16), and an upper guiding rod (17) with a piston barrier (18), mounted in the front walls of a second feed cylinder (19). On cylinder (19) a cross-bar (20) is fitted with n-number of electric motors mounted in it, connected by mechanical transmission by a gear rim (23), in the inner diameter of which a cutting tool (27) is fixed, having the form of a pulley, on the inner diameter of which cutting teeth(28) are fitted, between which rod material (29) is placed, fastened in a gripping device (31). An electro-hydraulic system (35), controlled by an electronic programmer (33) is provided.
